For simple websites the only real issue in determining price is time. How long will it take to get the "look" right? How long to create the navigation and layout the home and interior pages? But once we get past simple, other factors impact pricing. For instance, functionality - shopping cart, content management, secure forms, email marketing capability. Also effecting price is the addition of movement on the site, often created with Flash or Javascript.
As for content development (website writing), again, we're talking about time. Here the big issue is "raw material." What is the client providing for basic information. For instance, are we starting with notes or bullet points provided by the client? Or are we to do original research? Of course the latter is going to take more time than the former.
The bottom line is that the client has great control over the price of the job. By being prepared for and involved in the process, the client can reduce our time, thus his or her cost.
